Introduction
Tourism is considered as a key economic driver for local and national growth; which is believed to be doubled by 2030. Some tourists are fascinated with luxurious urban centers, shopping malls while others are attracted to natural destinations. However, in recent times the size of tourist visiting the far-flung local destinations to experiences the actual natural beauty of the world is increasing. The stakeholders are actively planning for the emerging trends that are taking place in their locality as well as quickly adapting to the new changes.
Local governments are at the center point of providing tourism by developing infrastructure, roads, camping grounds, parks, and other attractive destinations. The local tourism is planned by the legislature which involves health and environment department to look into the feasibility report of the particular area. The legislature also supports the tourism industry by giving accommodation, restaurants, cafes, and bars which provide a network and access to visitors throughout the world. This study focus on the activities of tourism department which are planned to develop tourism and hospitality in their area as well as boost their economic events. The local government area selected for this study is ‘The City Of Kwinana’, located in Western Australia.
The City of Kwinana
The city of Kwinana covers an area of approximately 118 square kilometers and maintains 287 kilometers of roads. The population accounts for almost 39,000 people. In 1952, a major industrial zone was constructed in the area by an Iranian oil company with the help of state government. The state government provided water, electricity and 2000 homes to support the Refinery Company. They further developed the grain loading terminal to boost the economic activities in the area and to fulfill the maximum needs of the population. The area consists of three public beaches which make the place a favorable tourist destination. The local government also maintains to preserve the environment and adopt sustainable strategies for development in the area.
Tourism Attractions in Kwinana
Australia is rich in natural attractions, which requires the country to focus on potential areas and manage to cope with a challenging environment. This entails collaboration between all sectors of government and stakeholders to give dedication to tourism to fascinate as much as people. The role of local government is essential by providing maximum facilities to the tourist and making full use of available resources. Kwinana offers diversity for the government to invest in different sectors of the economy for better production and income. The Western Australia Tourism Commission has developed the Tourism Act from time to time to adapt to emerging changes. The act focuses on corporate and operational plans and maintains the marketing strategies of the area. It focuses on developing major sporting competitions, business, and cultural events and infrastructural development. It also promotes business activities and carrier opportunities. The Hotels Association in Kwinana strives to develop a strong relation of connecting to the local hotels. The main concept is to prevail high excellence of hospitality in the area. The association maintains the success of the hospitality industry as an integral part of the Australian way of life. They also make efforts to promote the privacy of hoteliers by protecting their rights and traveling related concerns. They also develop new strategies by expressing the Australian Culture to the tourists as well as coming up with innovative strategies to keep the interest of visitors. The personnel is professional in making different meals according to standards of people coming from different parts of the world. the ensure that people recruited at the resorts have the experience to engage culturally diverse groups and maintain the hospitality and heritage of Australian Culture.
Kwinana is rich in beaches as well as wetlands and bushes which are quite fascinating for the tourists. Beaches hold a significant role in tourism as people are attracted to natural beauty. The tourism department of Kwinana has built resorts, bars, and clubs alongside the beaches to provide the tourist a luxurious environment. People prefer spending their holidays in destinations where their privacy is preserved and they can enjoy the maximum time. The shipping and swimming related activities have gained much attention in recent times, which has proven to play a major role in Kwinana's tourism. Kwinana is a center for drag racing, burnout competitions, dirt, and other supercross events. The government has invested much in making an area for sports lovers and building stadiums for competitions. It includes international competitions such as western nationals drag racing, the series of world sprint cars and car shows. It involves players from all around the world which increase the probability of visitors coming to the area.
Australia has its proximity to Asia that is why tourist can easily be adjusted in the local area. It has the strength in capturing consumers from the international market and establishing their own customers. Due to the fall in the Australian dollar, it has become easier for many countries to trade with Australia. It ultimately has reduced the cost of traveling; the cheaper flights have further increased traveling into Australia. The forecast is a unique asset in Australian tourism, which attracts tourist in different seasons to visit Australia.
Also, the strength of English speaking individuals has added to other assets for the country, where people can easily communicate with international visitors. Also, the educational system in the country is quite flourishing, the government is providing extensive educational fields for students which increase their interest and enrollment in studies. The education system has been made quite flexible for international students and they are provided with visa easily to enroll in universities. This has increased students interest in the country and ultimately has increased tourism.
Role of LGA in Tourism
The local government of Kwinana has a high responsibility of preserving the biodiversity which included 600-700, 000 species. Thus, it requires responsible planning for the protection of the environment. The residents have maintained native gardens through the annual seedling scheme. With council funding, the residents can purchase subsidize seeds from $1.50 each. Each resident can purchase up to 40 plants per household at the annual event. The Tourism Council Western Australia promotes the value of tourism at the local level through training, site visits, workshops, and online facilities. The council is also developing strong social and community development through the workforce and combine investment. The local government is striving to make the local people proficient in all international standards to better respond to the requirement of culturally diverse groups. People are allocated in hotel management, parks, redevelopment of beaches, cruise shipping and improving cultural infrastructure.
Public health is another major concern for the local government; they need to maintain the standards of sanitation and water management. The strategies for the prevention of infectious diseases are critical; it requires pre-planning for notification of diseases and immediate response to the matter. They have arranged special medical teams to look into any infectious diseases incurred by the tourists. It also focuses on drainage related concerns and regulation of outdoor activities. The food act in 2008 explains the regulations on food items such as catching fishes. The local government also keep checking on the conservation of water. Although there are three beaches, still there is a limit on water usage by providing awareness about water efficiency and its conservation.
Conclusion
Tourism plays an important role in the economic development of a country such as the development of Singapore is an evident example. The country overall budget is based on tourism. Similarly, for any country, it is necessary to develop maximum tourism for national development. Local government, however, plays an important role in the increase in tourism. Comparatively to urban centers, the local areas receive minimum attention in government budgeting. The main concern of the local area is limited resources and funding which restrict the local representative to invest in the tourism of that area. For some localities, it only requires a gateway to the destination while other requires infrastructural transformation to attract tourist.
Also, it requires maximum marketing strategies to attract people from around the world. It also entails positive and welcoming attitudes of the locals which play an integral role in making your customers. The potential growth of tourism is based on educating the locals about keeping hospitality, effective planning, and the ability to react to changes taking place in your locality. Mostly the locals don't prefer interference into their area, thus they need training and workshops that how tourism can increase the economic capacity of their area. The local government needs to focus on preserving the local business activities and income, and not to compromise on their earnings. The local government also need to maintain the heritage and cultural values of locality, as well as consider the environment related issues.
