Education is beneficial for people and by education crime rate can be reduced which means the community will not need jails in the future. However, she raised a valid point that investors prefer publicity on the profit of the community and invest money where it not actually needed.
JUBILEE STANTON was more afraid from the criminals and ignored the importance of education. She missed the point that education is the only source to lower the crime rate. That is why she wants to prefer investment towards jails.
