Joseph Blocher, in his article "Gun Rights talk" discusses rights of gun –keeping and the license issuing rules and regulations under the constitution of the United States of America. The article has the complete title "Panel IV: Has the Constitution Fostered a Pathological Rights Culture? The Right to Bear Arms". This research paper discusses in detail about the second amendment and the rights it has bestowed upon the citizens of the United States of America to keep and carry a gun with them freely. The author stresses on the fact that many people would advocate these rights and would justify them as the fundamentals and basic rights of every citizen to keep themselves safe, but it is being exploited big time.
This article will prove to be of great importance in this study as it will view the issue of gun control from the constitutional point of view. It will add the various points of the Constitution of America, especially the Second Amendment and then will look into further details that whether the Second Amendment has been erected on the right basis or not. Moreover, it will look into the various aspects of the Second Amendment from the views of the various experts and scholars and whether it is right to implement it or not.

Gun Control has been a serious issue in the United States of America for a long time. The issue got more difficult when the guns were started to be used in various cases of homicide and suicide all over the country. Since the gun laws and regulations were relaxed a little bit, the number of cases of suicide and homicides in the country increased too many folds. The guns and other weapons were also being used extensively in the mass murders and mass killings of the people. A significant increase was observed in the cases of mass murders and mass killings, especially in schools, colleges, and universities. In order to prevent these issues, various experts and scholars have argued that there should be more precise and elaborated policies regarding gun control.
One of such experts is Jim Jefferies. In his interview to the Conan on his weekly show, he expressed his views that just like a proper license and permit is required to drive a truck and no ordinary person can drive and truck, similar rules and regulations should be applied in the case of gun acquisition, So a person of unsound mind or anger issues should be handed over the gun. According to him, keeping a weapon for personal safety is ok but you cannot keep a dangerous weapon and go on displaying it the public and saying that it has been kept for the safety of you or your family.

The author gives a rationale for his point of that if the general public is allowed to keep the guns and other such arms openly, it would allow them to prepare for their own safety and will cope up with the crimes themselves.
This publication can be used as the counter argument presented by those experts and lawmakers who are in favor of gun laws and control. It can be used to define the thinking and views of those people who think that gun control laws are only a restriction on society. This book will be used as a reference to portray the viewpoint of the scholars who think that gun control laws and regulations should be removed, in order to make the citizens more secure and safe.
