Adoption of the discriminatory attitude of police towards minorities promotes crimes. Immigrant youth in the juvenile system of America demands safe and fair treatment. Non-citizen youth encounter greater challenges of arrests, detention and deportation. In juvenile systems, immigrant youth lacks adequate care or treatment that is against the concept of justice. There is a need for drawing a line between documented and undocumented immigrants. Many documented immigrants who are Africans or Latinos are sent to adult jails CITATION Ron18 \l 1033 (Nixon, 2018). This undermines the chances of correcting behaviours of youth.

American police detained 115 immigrants who were selling marijuana at the Mexican border. The undocumented immigrants consisted of unaccompanied juveniles and young people of American families. Lack of work permits or employment opportunities promote offensive attitudes in youth. Most of the Africans and Latinos are prisoned for non-violent crimes that include drug trafficking and abuse. Adoption of Juvenile Justice program provides better means of improving behavior of young offenders. Focusing on youth development will provide effective opportunities for reconciliation. Juvenile systems provide education and counselling opportunities that allow youth to get rid of their offensive behaviors. juveniles are an effective system that permits individuals to assess their behaviors and get rid of a negative attitude CITATION TMi17 \l 1033 (Wu, Sun, & Cao, 2017). The attitude of police towards immigrants is harsher that created an environment of fear. Blacks are more likely to experience the brutal behavior of police CITATION Dev18 \l 1033 (English, Bowleg, Río-González, Tschann, Agans, & Malebranched, 2018). This undermines the promotion of positive attitude among youth. the behaviors adopted by police reflect racial bias.
