As a strategy leader at the Scottsdale Police Department, a clear communication plan is established for attaining organizational goals. It is crucial to identify ways in which the plan will be communicated to the external stakeholders. The communications department has a prominent role in assisting the organization for the development of a plan that highlights the procedures and essential steps for an effective communications plan. It starts with understanding the challenges and determining the mission of the police department. The real communication plan identifies the opportunities and clarifying stakeholders about it.

The issues that the plan addresses include clarity on the communication tools, mapping budget, establishing roll-out and implementing and choosing sources for a communication plan. The common communication methods adopted for sharing the plan with stakeholders include written and oral ways. The written methods include printed materials, publications, media relations, websites and documents. The oral methods include videoconference, meetings, speeches, events and direct interactions. All these methods will provide clear information to the stakeholders. The tools acquired for communicating the plan include systems, projectors, smartphones, marketing software and file sharing system. The video purchase software will be bought for building a clear and effective communication platform where the manager can share important information with the stakeholders.

The main issues addressed in the communication plan include an increase in burglary, thefts and crimes in the selected region. The communication plan is aimed at providing details about the facts and statistics related to increased crimes. The purpose is to engage stakeholders in a discussion where the formulation of the effective problem-solving framework can be developed CITATION Cha11 \l 1033 (Lesko, 2011). The discussions will focus on identifying the ways for overcoming weaknesses of the police department. The purpose is to improve the law and order situation by minimizing the extent of crimes.

There are also detractors of the communication plan including physical conditions, filtering, selective perception, information overload, semantics and emotional disconnect. The physical conditions reflect the activities that can cause distraction in the communication plan. Awareness and advanced planning allow removal of the physical barriers. Different filters are required for identifying how challenges like cultural differences, language and backgrounds could impact the communication plan. To overcome this detraction it is appropriate to rely on a few credible people who share the right information in an effective manner. The personal concerns of the stakeholders can undermine the effectiveness of communications. Another difficulty of the communication plan includes overloaded information. Due to the availability of excessive information it is difficult to retrieve the relevant data that could be used for the plan. The emotional disconnect arises due to the feeling of stress and anxiousness. When the communicator is emotionally fragile the attack or criticism will affect the quality of information sharing. The credibility of communication is also important and its absence can be identified as a detractor. This requires building trust between the communicator and the stakeholders. When the stakeholders lack trust on communicator they are less likely to allocate funds and budget required for the plan. Building a relationship of trust will improve the possibilities of accepting the communication plan that will have a significant impact on the policy of controlling crimes.
