Human Resource Plan
Human resource department of any organization plays a very important role in development of any organization. It is the responsible authority to achieve the goals and objectives of a company by managing its human resources. It is a connection between the human resource management and the overall business plan of an organization. From the recruitment of new staff to the retirement of an old employee needs the services of human resource management. With the advancement of the business sector, the demand for effective human resource planning has increased. Niehaus (1988) defines the human resource planning as the process to fulfill the human resource requirements a firm are recognized and effective plans are made to achieve those requirements. Having HR planning at any organization is the best practice to accomplish the goals within a given time-period by completing the number and type of human resources which are required at the business to achieve the goals of a business.
Likewise, the competency-based management helps to support the incorporation of human resource planning with the high level plan of the whole business in order to assess the existing human resource by comparing their capabilities to achieve the goal and mission of the company. There is a whole strategy for this task and it includes different steps like target, plan and program to fulfill the needs of the company. These strategies can be like, appointment, learning, career growth and progression supervision. All of these strategies are designed to address the gaps in the organization. Without skillful human capital it is impossible for a business to achieve its goals and objectives. All these plans and programs are assessed and monitored on a daily basis to ensure that the business is moving forward according to the target and plan. Therefore, the human resource planning is a continues process and it is planned initially at the time of the birth of a company (Matsuoka, 2017). Still it continues to accomplish the goals and to direct organization’s most valuable asset that is the human resource of that company.
Likewise, the human resource plan will be also required for the new project of Biotech in China. This plan will guide the director of new division of Biotech in China to identify the human resources need for the company practices. Although, the director has consulted the expert Food Consultants to assess the product line and a successful analysis of the market in order to find out the human capital gaps in the manufacturing of thee product and overlook the management and also fill the positions of supervisors. The organizational structure of the company identified the departments and the heads of the department. However, in the human resource plan, it is important to highlight the requirements of specific skills for different departments within the organization (Banfield, Kay & Royles, 2018). This plan will briefly describe each department mentioned in the organizational section. At the same time, there will be the human resource team who will further perform the functions related to the human resource of the company. There are so many processes which are required to fulfill the requirements regarding the human resource development for the new project of Biotech.
Furthermore, it will also update the organizational chart for this project. It will further prepare a plan for the training of the work force because it is one of the essential requirements of current world. In order to compete in the regional market, Biotech needs to organize and invest in the skill development of its employees. After the successful recruitment of the employees, it is another mandatory step to train them. In the meantime, the process of evaluation cannot be ignored. It is also a way to assess the employee performance and their commitment to the company. A thorough research is needed to find out the trend of HR in the region of new division.
Organizational Structure
Initially, in the plan II an organizational structure of different departments was provided under the Director for the Asian Division of Infant Formula Project. Now, it is noticed that the Director needs assistant directors for each department to monitor the functions very closely. It will be feasible for the director to direct all the departments through Assistant Directors. There are overall six departments in new division of Biotech. Each division requires experts possessing the required skills for that department. Initially the company will work on its Human Resource Department with the help of employees from the headquarters office. The aim of recruiting new regional team is that new personnel will be according the demand and market requirement in China.
Human Resource Team
An assistant director under the regional director will be responsible for the function of human resource department. The human resource department is controlled by HR team who are responsible to provide a wide range of services, programs and policies for the company (Noe, Hollenbeck, Gerhart & Wright, 2017). There is a talent acquisition team that is responsible for the hiring, and recruitment related services to recruit a high performing, brilliant and diverse staff. It is their responsibility to hunt through the market to find out or attract the highly-skilled and competitive candidates to work with the new project of infant formula in China. Moreover, it will be kept in mind that the workforce will be local as well as international. The Talent Acquisition team is required to manage accordingly.
On the other side, another team will be responsible for training and development of the employees. The Training and Development Team will work to introduce the programs and services to advance and improve the skills and knowledge of the workforce from the different departments of the company. This very important to develop and enhance the competencies and capabilities of the employees in order to achieve the meaningful goals of the Infant Formula project in China. Further, this team will also ensure a positive work environment that appreciates interaction, openness, diversity, flexibility and implementation of clear values. Giving a standard work atmosphere for the employees is the duty of Human Resource team.
The third team in human resource department will be the Employee Relations Team who will guide the assistant director about the planning and operational level problems faced by the workforce at work place. They are responsible to manage conflict by using different problem solving techniques. Moreover, the last team in Human Resource Department will be the Compensation Team. It will administer a complete, impartial and non-discriminatory compensation program for all employees (Bratton & Gold, 2017). It will include the salary increases, job classification appraisals and market salary regulations in the company throughout all the departments.
After the successful recruitment of human resource department, it will be easier for the assistant directors of all the departments to hire new employees for all the department. The above teams are the initial teams who will help in hiring of new skillful employees for the Infant Formula project. The organizational chart is updated under the HR Plan. It will include new positions in each department which is opening in China.

Recruitment of Employees to Different Departments
All the six departments for the new department requires potential candidates with the skills which can fulfill the requirement to introduce innovation to the product. Through the proper recruitment procedure ideal candidates are hired who are skilled, learnt and have potentials to fit in the organization (Wright, 2018). Under the supervision of the Assistant Directors, the newly recruited team can use different efficient methods to hire an effective team for the organization. There are multiple ways to hunt the intelligent people for different positions within the company. Until or unless all the departments do not have required number of human resource capital, they are unable to perform efficiently. Therefore, there are some ways to hire employees in a foreign country. The very first feasible source can be the social networking sites where they can easily find highly experienced and competitive individuals (Wright, 2018). For instance, LinkedIn, Twitter and Facebook can be viable sources to access to the right candidates. Otherwise, there are other effective and informational recruiting websites which can help the HR department to place advertisements for different job vacancies for the Infant Formula project.
After acquiring the successful and talented workforce, the human resource team is responsible to give awareness about the goals and objectives of the new project. They will communicate the roles and responsibilities of the employees regarding their job at Biotech. Informing about policies is very crucial to the new employees because it will keep them motivated and engaged. After the procedure of the hiring process, the next step will be about providing trainings to the stuff so that they are able to perform their functions more efficiently. In addition, training can be in any form. There may language barriers for the local employees or the international employees. Introducing programs regarding basic languages will help the employees to learn a new skill. Moreover, it also overcome the communication barrier caused due to difference of first language in China. At the same time, it is very important for the international market to learn about the Chinese consumers and the local market.
Training
Training is introduced to help the employees to learn specific knowledge in order to improve their performance. Having good training at organization help to retain the right individuals and in return it will increase the profit of the company. Employee training programs are very essential to change the way an employee of the company thinks (Aguinis & Kraiger, 2009). It leads to the quality performance of the employees. It is a consistent process and remains till the end. Effective trainings can be the reason for the company to develop and success. Similarly, the biotech employees required the right training about the product formation, market demand and they also need to learn about their competitors in the market. The more aware they are, the more they work effectively. Basically, the training of employees at Biotech for infant formula will timely. The new employees after joining the organization will receive the training. This training will make them get familiar with the company environment, the mission, vision, goals, rules and regulations of the new division. This is the duty of HR team to train the employees initially. When the employee gets to know about the company, he or she will be more comfortable to work there. In addition, the employee will able to mould his or her mind according to the policies and principles of the company.
Secondly, there will be training for the employees at work in order to train them and enhance their knowledge about their functions. Moreover, the company is also responsible to train the employees to use the technology used at company for production of the product. Further, if company updates the technology, the employees will be needing a training to cope up with the changes in the company. Moreover, there can be other form of changes in the company such as purchasing new tools, alterations in procedure of construction, computer installation. All these changes should be communicated with the employees in the form of training and seminars. As a result, employees will be able to use the new machinery and techniques for better production. In addition, employees will be promoted on the basis of their capabilities. A proper training will be given to those employees so they will be able to learn the responsibilities required for that position.
Evaluation
Evaluation is basically an assessment of the employees and it checks the performance of the workforce in an organization. There are different methods to evaluate the work performance of the workers in any firm. Likewise, many of the companies have specified the times to evaluate the performance of the employees. For instance, there are companies which evaluate once a year on a regular basis. On the other side, some companies keep it twice a year. For, Infant Formula Project of Biotech company, evaluation of the employees will be twice a year. Moreover, the regular employee assessment programs help to realize the employees what are the expectations of the higher management (Hong, Park & Sun, 2018). At new division of Biotech, there will be a regular assessment of employees and the assistant directors of each department will inform the employees about their strengths and weaknesses regarding their job. They will also guide the employees to improve their performance. Moreover, sometimes the employees will be asked to write a self-evaluation report. This will help the employees to reflect on their work efficiency at Biotech company. It can also inform the Assistant Director about the goals the employees have achieved and made contributions during the six months. At the same, evaluation can be on a daily basis where the responsible authorities will observe the employee’s performance. On the basis of rating in the evaluation report, rewards will be given to the employees.
Executive Summary
The progress of company lies in its vision and mission. All the activities and performances are based on the vision and mission. All the functions are directed according to it. Likewise, Biotech says under its mission that it wants its consumers to live a healthy life by consuming the healthy products produce by the company. It also promises to the people that all of its products are processed through natural methods. At the same time, the company has enhanced its business by introducing a new product that is Infant formula product in the local market of China. The new product will be totally naturally processed. The aim of production of such products is to accomplish the mission of the company. It will ensure the healthy lives of its consumers. It is one of the good initiatives to expand the Business of Biotech.
It is a well-researched project; the company has thoroughly researched through the Chinese market at come up with the idea of Infant Formula which is mainly focusing the natural products. Under Biotech Infant Formula, the company aims to introduce products like grass fed cow milk, liquid, soy, and non-GMO. After extensive market research these products are selected. There is a high demand for the grass fed cow milk in Chinese market. At the same time, the Dairy industry in China is rapidly increasing day by day. Biotech has identified a remarkable increment in the production grass-fed cow milk in China. After analyzing the market, it was found that Chinese consumers prefer to feed grass-fed cow milk to their infant kids. They consider the grass-fed cow milk healthier as compared to the diet fed cow milk. The grass fed cow milk has omega-3 fats and after analyzing the Chinese market it was found that people want omega-3 fats for their kids. The trend of processed diet milk is very low in China. It is a wonderful chance for Biotech to launch grass fed cow milk by identifying the demand of Chinese consumers. Other very popular product of Infant Formula project is Non-GMO products which are purely natural product and there is no any scientific and genetic engrossment. The market analysis also observed that Chinese people do not compromise with the health of their babies. They do not prefer the genetically modified products. Biotech wins its consumer’s trust by labeling transparency. All the ingredients used in the products are mentioned on the packages of the products so that customers would know about the nutritional values of the ingredients. Biotech was looking for a market where it can introduce its innovative natural product, so that it can expand its business and achieve its goal of promoting healthy products. After the research it found China as an attractive place to invest in and launch its Infant Formula products in the market of China.
Moreover, the economic conditions also compel Biotech to introduce its product in China. China is a fast growing country and it has a significant GDP. The urban population is growing rapidly so there is availability of skillful labor at very low costs. It has been observed that many of the big entities are moving towards china to boost their business. Likewise, it will be a golden opportunity for Biotech to hire cheap labor and increase the profit of the company. The fast growing market of China can give an opportunity to Biotech to excel its business in the market.
